New Volusia County EMS Headquarters Ready to Move into Construction

Volusia County is taking the next major step toward a new home for Emergency Medical Services (EMS), with construction of a modern, consolidated headquarters now cleared to move forward.
The County Council unanimously approved the construction phase during its Aug. 17 meeting, clearing the way to transform a former automotive dealership at 1720 Mason Ave. in Daytona Beach into a centralized hub for EMS administration, training, and fleet maintenance. The 4.42-acre property will bring these key functions together at one location to support the men and women behind the County's emergency medical response.
The County will give the existing building a new purpose through an extensive renovation. The project includes a significant expansion of the building's second floor, along with new administrative and training areas and dedicated space for fleet maintenance. The transformation will also include new roofing, exterior improvements and interior finishes; upgraded mechanical, electrical, plumbing and fire protection systems; a passenger elevator; emergency standby power; and enhanced safety and security features. Outside the building, improvements will include paving, drainage, utilities and landscaping.
The County pursued renovation and expansion as a more cost-effective alternative to constructing an entirely new headquarters, which early planning estimates placed at approximately $23 million. Repurposing the existing building reduced the estimated construction cost to approximately $10.67 million. The County further offset that cost by securing approximately $6.8 million in federal Community Development Block Grant-Disaster Recovery funding, which will cover nearly two-thirds of the construction cost.
With construction now cleared to proceed, the new EMS headquarters is expected to be fully operational in fall or winter 2027.
