Volusia County Adopts Rollback Budget that Provides Tax Relief While Supporting Law Enforcement and Essential Core Services

The Volusia County Council adopted the fiscal year 2026-27 budget on Tuesday evening, providing meaningful property tax relief by setting the General Fund millage rate at full rollback. Law enforcement was fully funded and all other County millage rates remain at or below current-year levels. In addition, the new budget continues to invest in public safety, infrastructure, and other services residents rely on every day.

Set at 3.1007 mills, the full rollback rate for fiscal year 2026-27, the General Fund rollback rate will generate approximately the same amount of property tax revenue as the previous year, excluding new construction. For taxpayers, the lower rate means they will pay less toward the County’s General Fund than they would have if the current rate remained in place.

The County Council vote continues a decade-long downward trend in assessed rates for the General Fund. The rollback rate reflects the County’s steady efforts to reduce the General Fund property tax rate while continuing to provide essential services and plan for the future.

The adopted fiscal year 2026-27 budget has a gross total of approximately $1.79 billion. However, that total includes reserves and dollars transferred between County funds or double-counted related to internal service transactions. After accounting for those amounts, the net budget is about $1.06 billion, which reflects actual spending across County programs, services, and capital investments.

While providing property tax relief, the budget continues investing in services that directly affect residents’ safety and quality of life. It supports the Sheriff’s Office, Fire Rescue, Emergency Medical Services, and other public safety functions, along with roads and infrastructure, libraries, beaches, environmental and conservation programs, transit, courts, and other essential County services.

The adopted budget positions the County to continue meeting the needs of residents while providing property tax rate relief. It reflects a commitment to making every public dollar count while protecting the services residents depend on. The fiscal year 2026-27 budget takes effect on Oct. 1.
