County Council to honor first council, charter commission

The Volusia County Council will honor the men and women who, in the early 1970s, ushered in a new form of county government. The ceremony will begin at 10 a.m. Tuesday, Nov. 17, during the County Council meeting at 123 W. Indiana Ave., DeLand.
Two videos will honor the 1970 Charter and Study Commission, which provided the foundation for self-government; and the 1971 County Council, the first to serve under the new Home Rule Charter.
The videos will provide a history lesson in local county government, sharing interviews with 1971 County Council members Joe Benedict and Glenn “Smitty” Smith and 1970 Charter and Study Commission members Dr. P.T. “Bud” Fleuchaus, Dr. T. Wayne Bailey and Sam Bell.
The ceremony is being planned to recognize the 50th anniversary of the Home Rule Charter’s passage and the election of the first County Council.
