County Receives SHIP and Hurricane Housing Recovery Funds

Volusia County has received State Housing Initiatives Partnership (SHIP) funds as an incentive to produce and preserve affordable housing. The fiscal 2023/24 of $4,576,503 is from documentary stamp tax collections. 

The County intends to primarily provide funding for homeownership counseling; program administration; and housing strategies for homebuyer assistance, emergency repair, and wind hazard mitigation. Applications will be accepted no earlier than Nov. 28 and will end when all funding has been expended as determined by Volusia County. 

The SHIP funding may also be expended on housing strategies for owner occupied rehabilitation, homeowner housing construction, demolition and reconstruction, multi-family rental housing development, and disaster recovery (pending a disaster declaration) as deemed necessary by Volusia County. Applications are not currently being accepted for these activities.

Volusia County also received two Hurricane Housing Recovery Program (HHRP) allocations to provide housing assistance to residents impacted by Hurricane Ian or Nicole. The total amount of fiscal year 2022/23 funding is $3,220,434 and is intended to provide funding for owner occupied rehabilitation and program administration. Applications will be accepted no earlier than Nov. 28 and will end when all funding has been expended as determined by Volusia County.

Eligible applicants will be selected based on identified priorities as funding permits. HHRP funds are not available for use within the city limits of Daytona Beach and Deltona.
