The Volusia County Council created Volusia County’s public transportation system, called Votran, in 1975 which operates as a service of Volusia County Government. The Volusia County Transit Services Division has general oversight of the transit system, including financial and service planning matters and operates out of the Volusia County Mobility Management Center in South Daytona. The division contracts with RATPDev, USA to provide operations and maintenance for the system.  Votran provides transportation to the majority of urban and rural areas of the county with a fleet of 69 revenue-producing fixed route buses and 56 paratransit vehicles, along with approximately 20 service and support vehicles. 

Service is provided 7 days per week, 365 days per days per year, though not all routes operate daily. Service is generally provided from 6am-7pm, with some routes operating earlier and/or later. Limited service is provied until midnight Monday-Saturday in the Greater Daytona Beach area. Limited service is provided on Sundays in the same area. In addition to the traditional Votran bus service and Paratransit service, Votran also operates Flex Service in the New Smyrna Beach area, a deviated fixed-route operating within a defined zone, bringing more transportation options to residents and visitors of the area.

Transit Services Division also provides oversight of the VoRide ridesharing service, provided in partnership with Via Transportation. This service is on-demand operating within a defined zone. This Transit Progressive service will allow for expanded transportation options within the DeLand area for residents and visitors.
