IMPORTANT NOTICE - VOLUSIA COUNTY OWNER-OCCUPIED HOUSING REHABILITATION PROGRAM UPDATE: 

The Owner-Occupied Housing Rehabilitation Program is now accepting applications.

Owner-Occupied Rehabilitation Programs

The following programs may assist eligible homeowners with necessary home repairs.

  • Owner-Occupied Housing Rehabilitation
  • Emergency Repair
  • Wind Hazard Mitigation

Owner-Occupied Housing Rehabilitation

Provides funds of up to $100,000 (a zero-interest, 30-year deferred/forgivable or repayment loan) to assist income eligible homeowners experiencing any of the following:

  • A life threatening health or safety defects and/or deficiencies
  • In need of improvements for homes to be safe, healthy, affordable, energy-efficient and habitable

Applications are currently being accepted for the Owner-Occupied Housing Rehabilitation program. A phone interview must be completed to preliminary determine eligibility. Please contact our office at (386) 736-5955 or communityassistance@volusia.org to schedule a pre-screen appointment.

Emergency Repair

Provides funds of up to $20,000 (a zero-interest, 5-year deferred/forgivable loan) to assist income eligible homeowners with the repair or replacement of one or more of the following housing components:

  • Roof
  • HVAC System
  • Septic
  • Well/Water
  • Septic/Water hook-up
  • Small accessibility improvements (i.e., wheelchair ramp or grab bars)

Wind Hazard Mitigation

Provides funds of up to $20,000 (a zero-interest, 5-year deferred/forgivable loan) to assist income eligible homeowners with the following wind hazard mitigation features:

  • Window and door shutters and coverings
  • Wind-rated garage doors
  • Gable-end tie downs
  • Impact rated windows and doors

Wind Hazard Mitigation Program Overview

Homebuyer Assistance

Provides funds of up to $75,000 (a zero-interest, 15-year deferred/forgivable loan) to assist income eligible first-time homebuyers with any of the following towards the purchase of a home:

  • Down-payment assistance
  • Closing cost assistance

Applications are currently being accepted for the Homebuyer Assistance program. Applications are only accepted with the cooperation of an Affordable Housing Partner (AHP). Please contact an (AHP) to begin an application.

Hurricane Housing Recovery Program

Volusia County received two Hurricane Housing Recovery Program (HHRP) allocations to provide housing assistance to residences impacted by Hurricane Ian or Nicole. Applications will be accepted no earlier than November 28 and will end when all funding has been expended as determined by Volusia County.

Neighborhood Stabilization Program Home Purchase Program

  • Provides a deferred payment loan to approved households for down payment, gap financing and closing cost toward the purchase of a county-owned Neighborhood Stabilization Program (NSP) home.
  • Assistance is provided in the form of a zero percent interest loan (deferred payment) for a term not to exceed 15 years.
  • Includes shared appreciation features.
  • The NSP Home Purchase Program is implemented with the cooperation of Affordable Housing Partners (AHP). Only files submitted by an AHP will be accepted.
