Owner-Occupied Rehabilitation Programs
The following programs may assist eligible homeowners with necessary home repairs.
- Owner-Occupied Housing Rehabilitation
- Emergency Repair
- Wind Hazard Mitigation
Owner-Occupied Housing Rehabilitation
Provides funds of up to $100,000 (a zero-interest, 30-year deferred/forgivable or repayment loan) to assist income eligible homeowners experiencing any of the following:
- A life threatening health or safety defects and/or deficiencies
- In need of improvements for homes to be safe, healthy, affordable, energy-efficient and habitable

Owner-Occupied Housing Rehabilitation Standards
Emergency Repair
Provides funds of up to $20,000 (a zero-interest, 5-year deferred/forgivable loan) to assist income eligible homeowners with the repair or replacement of one or more of the following housing components:
- Roof
- HVAC System
- Septic
- Well/Water
- Septic/Water hook-up
- Small accessibility improvements (i.e., wheelchair ramp or grab bars)

Emergency Repair Program Overview
Wind Hazard Mitigation
Provides funds of up to $20,000 (a zero-interest, 5-year deferred/forgivable loan) to assist income eligible homeowners with the following wind hazard mitigation features:
- Window and door shutters and coverings
- Wind-rated garage doors
- Gable-end tie downs
- Impact rated windows and doors

Wind Hazard Mitigation Program Overview
Homebuyer Assistance (Currently Paused)
Provides funds of up to $75,000 (a zero-interest, 15-year deferred/forgivable loan) to assist income eligible first-time homebuyers with any of the following towards the purchase of a home:
- Down-payment assistance
- Closing cost assistance
Applications are only accepted with the cooperation of an Affordable Housing Partner (AHP).
Homebuyer Assistance Program Overview
August 6, 2026 Notice: Temporary Pause on the First-Time Homebuyer Purchase Assistance Applications
Effective immediately, Volusia County has temporarily paused the acceptance of new First-Time Homebuyer Purchase Assistance Program applications. The pause will remain in effect through at least December 31, 2026, depending on funding availability.
During this pause, the County will continue accepting applications for certain properties donated or developed with SHIP funding. Additionally, application documents will be accepted only from applicants and households previously identified and approved by the County.
