Volusia Forever Small Lot Acquisition Program
Overview
This small lot acquisition (SLA) program supplements Volusia Forever efforts to acquire environmentally sensitive land in nine (9) antiquated, platted subdivisions. These small lots and subdivisions have no or limited physical access and/or infrastructure. In order for a property to be considered for donation or purchase the application must be submitted by the landowner or their representative. The Just/Market Value of the parcel - as published by the Volusia County Property Appraiser - is the maximum amount the county will pay to purchase the property.
Goal
The goal of the SLA program is to assemble contiguous small lots into ecologically significant tracts. As of September 2022, 1,648 small lots and 3,550.93 acres have been acquired and conserved through this program.

Acquisition Process
As these lots have low assessed values the typical Volusia Forever purchase procedures are modified. Specifically, no survey or appraisal will be required, there will be a limited title search, and the owner must submit an affidavit stating there are no known pollutants on the property. The following steps outline the donation or acquisition process for small lots:
Step 1: Land Owner submits an application to Volusia Forever
Step 2: Staff reviews property for eligibility and prepares closing documents
Step 3: Land Owner returns signed documents along with payments for pro-rated taxes and documentary stamp fees
Step 4: Staff completes closing and records documents
