Wetlands Gopher tortoise Class II Trees
Our mission: To balance the needs of private property owners with the public's desire for preservation and protection of Volusia County's natural resources, and to provide excellent customer service.
Our responsibility: To administer and enforce the county's environmental ordinances, including the tree, wetland, Class II, and gopher tortoise ordinances. We also help people coordinate with state and federal agencies for protected species permitting.

GRM Interactive Map is an interactive map that shows environmental data, such as: soils, vegetation, gopher tortoise overlay, Florida scrub jay overlay, Class II overlay, conservation easements, bald eagle nest, National Wetlands Inventory maps, and St. Johns River Water Management District wetland maps.
Connect Live (Online Permitting) is the county’s online permit, development, and contractor information service for growth management information. Anyone can research permits, developments, and contractor licenses or submit a complaint about potential code violations. Registered users can also check the status of their applications, make payments, schedule inspections, and submit a variety of applications online.
**ATTENTION* Important Updates:
**Notice: As of June 3, 2024, all Standalone Tree Removal permits that are unissued at time of Pre-Application Review (Step1) submittal will be attached to and issued concurrently with the Building Permit.
**Notice: As of January 1, 2021 a tree survey will be required for all residential tree removal permits. Please see the Residential Tree Surveys memo for the specific requirements.
