Exceptions for auto washing
The following is a list of criteria which if met, would be viewed favorably for consideration of exemption from Industrial Wastewater permitting by the Central District of the Florida Department of Environmental Protection. Please note that these are not Rules or Statutes of the State of Florida. Conformance with these criteria does not automatically relieve a facility from permitting requirements. Each site is evaluated on a case-by-case basis when being evaluated for the need of an Industrial Wastewater permit. It is the ultimate responsibility of the owner of a potential pollution source to seek out all applicable Federal, State, County and Municipal permit requirements.

1. No discharge of wastewater in any amount to surface waters of the State. No discharge of wastewater in any amount to a natural or artificial conveyance to surface waters (i.e. stormwater inlets, creeks, ditches or regional stormwater systems)
2. Washing of external surfaces only
3. Economy or low volume (trigger-type) washing dispensers only.
4. No engine washing or cleaning. No under carriage washing.
5. No organic or petroleum based solvents shall be used.
6. Absorbent pads should be made readily available to the to the person performing the washing, and shall be used if any oil sheen appears on the wastewater resulting from the wash.
7. The resulting wastewater shall be retained on-site through means of overland flow into a pervious surface on site and shall be allowed to percolate into the ground (i.e. grassy plot of land or swale) The wastewater disposal method should not result in free standing water on site for more than 24 hr. The disposal area on site shall be a minimum of 100’ from any public drinking water well AND 75’ from any private drinking water well.
8. Car wash systems which are 100% recycle systems shall dispose of the "spent" or concentrated collected wastewater at a Publicly owned treatment works or municipal sewer system with the consent of the utility. Any waste oil collected shall be disposed of by a licensed waste oil recycling company, and receipts of these disposals shall be maintained on site.
9. No discharge to an on-site ditch, swale, or pond which is cut into the groundwater table (ponds which contain standing water).
10. Cleanup and dispose of solid waste (grit, sand etc.) at permitted landfill.
11. Limit flow to 4000 gallons per week per site, provided that item 7 above is met.
12. Facility shall maintain on-site, and shall be readily accessible a record of water consumption on site.
