Attorney’s

Attorney / Client Communications

Volusia County Division of Corrections (VCDC) discourages the use of our phone lines for attorney / client communication. Our preferred attorney/client communication options are outlined below.

VCDC reserves the right to restrict any visitor access and suspend and/or disable any electronic communication account for incidents regarding inappropriate behavior, acts of abuse of electronic systems to include, but not limited to, fraud, misrepresentation of identity, illicit acts, or any other conduct deemed inappropriate that would violate normal VCDC Visitation rules. 

In Person Visits – Attorneys are welcome to meet with their clients at the jail anytime. A Driver’s License and second form of ID is required to enter the jail.  At minimum, casual dress (comfortable and informal yet professional) is required. Tank tops or sleeveless tops are generally not acceptable unless such garments are covered by another article of clothing such as a sweater or jacket. Jeans that are not torn or disheveled are acceptable. Sweatpants, mini-skirts (not extending below the tips pf the fingers), shorts, exercise pants or mesh/see through type clothing is not appropriate. Flip-flop style footwear is not permitted.

  • All persons and carried items are subject to search.
  • Laptops are permitted however cell phones or other cellular type devices are prohibited.
  • Food and drink items are not permitted.
  • Physical contact is limited to a handshake only.
  • Personal property should remain in your control at all times.
  • Any items given to an inmate must be approved by security staff prior to the exchange.

Telephone Calls – Attorneys may receive telephone calls from incarcerated individuals directly from their housing area. Telephone numbers that have been verified can be marked privileged / do not record. This is the attorney’s responsibility and may not be done automatically. If the prompt “This call is subject to monitoring and recording” is heard the number is not marked privileged and is being recorded. Inmates can pay for the calls themselves or the attorney can set up a prepaid account through Inmate Calling Solutions www.icsolutions.com Calls made to verified Public Defenders or Conflict Counsel numbers can be marked as free. Please contact the Jail’s Inmate Phone System Administrator to sign up to restrict your phone number or with any questions at 386-323-3546.

Video Visits - Attorneys may set up a legal video visitor account through Inmate Calling Solutions www.icsolutions.com During the set-up process users must associate with our facility "Florida-Volusia County" and their client. Once established the account will be placed into a “Pending” status. A valid copy of the attorney's FL Bar Card and Driver’s License must be submitted to vcdcvisitation@volusia.org for verification and approval. Once approved as a legal visitor (Private Attorney / Public Defender) these visits are not monitored and not recorded. Appropriate visitor classification is the attorney’s responsibility. Vido visits will be conducted at a video kiosk located within the inmate’s housing area. Attorney visits can be scheduled no less than one hour in advance. Video visits are limited to 30 minutes in length. There are times designated daily specifically for attorneys.  IC Solutions charges a $7.50 convenience fee per visit for this service. Fees may be waived for Public Defender / Conflict Counsel at their request. Please contact the Jail’s Inmate Phone System Administrator if you have any questions or concerns at 386-323-3546

Electronic Messaging – Attorneys may set up secure electronic messaging through Smart Communications  www.smartinmate.com During the set-up process users must associate with an inmate and our facility “Florida-Volusia County”. Connections set as Private Attorney or Public Defender will be prompted to upload a valid copy of their FL Bar Card and Driver’s License as verification for each inmate they connect to. Appropriate connection relationship is the attorney’s responsibility. Once approved they can communicate with their clients via electronic messages. Smart Communication does charge a $.50 per message fee for this service.

This platform also has a PDF document upload and Docusign feature at no additional charge. These messages and submitted documents are not recorded and therefore VCDC can not provide printed copies to inmates.

Video and Electronic messaging accounts MUST be established in the attorney’s name for tracking purposes. Accounts set up in the name of a Law Firm or those that do not match the identification documents provided will be rejected.

Legal Mail – Volusia County Corrections will accept legal mailings for inmates. Legal mail must be addressed as noted below and clearly marked “Legal Mail”. Any mail without a complete return address will be rejected.
