Rapid Unsheltered Survivor Housing (RUSH) Program

Hurricanes Helene and Milton

Volusia County received an allocation of Rapid Unsheltered Survivor Housing (RUSH) funds from U.S. Department of Housing and Urban Development (HUD). This special allocation of RUSH funding is in response to the President’s major disaster declarations for Hurricane Helene (DR-4828- FL) and Hurricane Milton (DR-4834-FL). The total allocation is $366,336 and Volusia County is using the funds for eligible emergency shelter, rapid re-housing programs, and program administration.

Rapid re-housing programs provide assistance with relocation and stabilization services to help individuals or families obtain permanent housing, including rental assistance and case management. Under RUSH guidelines, this assistance may only be provided to individuals or families who were homeless prior to a declared disaster, homeless as a result of a declared disaster, or whose needs are no longer met by the Temporary Shelter Assistance (TSA) Program. 

Rapid re-housing programs are being implemented by the Salvation Army of Daytona Beach and Volusia/Flagler County Coalition for the Homeless on behalf of Volusia County.

Hurricane Ian

The County of Volusia is one of the eight grantees who received the first special allocation of RUSH funding under the Emergency Solutions Grant (ESG) program from the U.S. Department of Housing and Urban Development (HUD) following Hurricane Ian. The program is to address housing and service needs of people experiencing homelessness, which is exacerbated by disasters. The County of Volusia is also one of the seven grantees receiving a second allocation of RUSH funding under the Emergency Solutions Grant (ESG) program.

With the first allocation, the county utilized $29,338 of funds for program administration and $361,846 of funds for rapid re-housing through agreements with other agencies. The first allocation has been fully expended. With the second allocation, the county is utilizing $88,953 for program administration and $1,117,191 for rapid re-housing through an agreement with Halifax Urban Ministries.

Emergency Solutions Grant (ESG) Program

Program Overview

The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009, enacted into law on May 20, 2009, consolidated three of the separate homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program. The HEARTH Act also revised the Emergency Shelter Grants program and renamed it the Emergency Solutions Grants (ESG) program.

The change in the program’s name, from Emergency Shelter Grants to Emergency Solutions Grants, reflects the change in the program’s focus from addressing the needs of homeless people in emergency or transitional shelters to assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

The County of Volusia is under contract with Halifax Urban Ministries to provide homelessness prevention services to eligible clients. The ESG homelessness prevention program provides short-term assistance to households who are at imminent risk of homelessness.
