Neighborhood Stabilization Program
The federally funded Neighborhood Stabilization Program (NSP) provides funds to Volusia County to acquire and redevelop abandoned and foreclosed properties that might otherwise become sources of abandonment and blight within NSP defined areas of greatest need. The initial allocation of NSP1 funds have been expended and the grant is being closed out through the funding agency, the U.S. Department of Housing and Urban Development (HUD).
The second allocation of NSP3 funds continue to be expended through the acquisition and rehabilitation of vacant and foreclosed homes. Additionally, Volusia County is using NSP3 funds to construct homes in NSP3 areas of greatest need on county-owned vacant lands. These NSP3 homes will be sold to income-eligible first-time homebuyers. At least 25 percent of the funds must be used to benefit individuals with incomes at or below 50 percent of the area median income.

The Community Assistance Division is required to post its NSP1 and NSP3 quarterly reports on its website so that the public will be able to follow its progress.
