Beach Management Feasibility Study

Background
In response to the coastal erosion caused by Hurricanes Ian and Nicole, the Volusia County Council approved a Beach Feasibility Assessment to identify and address the county’s most vulnerable shoreline areas and develop long-term, sustainable solutions to storm impacts and erosion.
The assessment is being conducted in partnership with the County’s coastal engineering consultant, Taylor Engineering, and is fully funded through a grant from the Florida Department of Environmental Protection (FDEP). The scope of the study includes evaluating a range of shoreline management measures—both structural and natural—such as groins, breakwaters, seawalls, nearshore reefs, beach nourishment, and dune enhancements.
At the beginning of 2025, Volusia County and Taylor Engineering hosted multiple public meetings and a virtual survey to gather community input and share project information. During the meetings, attendees learned about historic shoreline trends, erosion and accretion rates, and community-specific sand characteristics that influence coastal resilience. More than 200 people attended in person, and the survey received over 12,000 responses. Participants provided insight into how they use the beach, where and how often they visit, how they access it (such as by vehicle or walkover), and their top concerns and priorities for future beach management.
Next Step: Community Review and Plan Development
The next phase of the Beach Feasibility Assessment focuses on community feedback and refinement of the recommended shoreline management strategies. The County will continue to gather input from residents, coastal municipalities, beachfront property owners, and other stakeholders to determine which shoreline alternatives are most appropriate for each coastal area.
This feedback will be used to finalize the Beach Feasibility Assessment and develop a Beach Management Plan that reflects the priorities and needs of each coastal community. Once a Beach Management Plan is formally adopted, the County will become eligible to pursue state cost-share funding and other grant opportunities to begin the design, permitting, and construction of the selected shoreline projects.
The County will continue to share updates and provide opportunities for public input throughout this process.
