Volusia County realizes the negative impacts that septic tanks pose to water quality.  Lobbying efforts have been made regarding local control.  Project proposals have been developed for conversions of septic tanks to municipal sewer systems in the IRL/Mosquito Lagoon area.

Volusia County has been a charter member of the Indian River Lagoon National Estuary Program (IRLNEP) since 1990. Volusia County is a member of the IRL Council, which sponsors and carries out the goals of the IRLNEP.
