  •  I have a hearing scheduled, where do I go for my hearing? Where do I park?
    Petition Hearings are held in the County Administration Building, 123 W. Indiana Ave., Suite 301, DeLand (3rd Floor, County Managers’ Office). Any person who anticipates they will appeal a decision of the VAB should ensure a verbatim record of the proceeding is made (section 286.0105, F.S.).

    Petition hearings are open to the public. To observe a hearing, contact the deputy clerk for the daily schedule; schedules frequently change during hearing process.

     

    Located approximately one block north of our address, County Municipal Lot 11 at 117 W. Rich Avenue offers free 3-hour parking. Time limits are strictly enforced Monday through Friday, from 8:00 AM to 5:00 PM. EV charging stations are also available on-site.

  • How do I file my Petition?
    Please visit the Value Adjustment Board Petition Portal at https://vab.vcgov.org/axia2025/ to file and/or view your petition online.

    U.S. Mail: Complete and sign petition form DR-486 (PDF), DR-486PORT (PDF), and/or
    DR-486DP (PDF) and return, with payment, to Volusia County Value Adjustment Board.

    In-Person, FedEx, or UPS Delivery: Complete and sign petition form DR-486 (PDF),
    DR-486PORT (PDF), and/or DR-486DP (PDF) and return, with payment, to Volusia County Value Adjustment Board.  


  • I filed my Petition, what do I do now?
    You will receive a receipt packet with instructions, or you can check out the
    DOR’s Taxpayer Guide.
     

  • How do I reschedule my hearing?

    In accordance with Section 194.032(2)(a), Florida Statutes, and Rule 12D-9.019, Florida Administrative Code, a hearing may be rescheduled one time for good cause. To initiate the reschedule, email the clerk your reschedule request as described below:

    Submission Requirements

    1. Deadline: A hearing may be rescheduled one time for good cause, as defined in section 194.032(2)(a), Florida Statutes. There is no statutory minimum number of days for submitting a request; however, requests must be made as soon as reasonably practicable before the scheduled hearing so that proper notice may be provided to all parties.

    2. Authorization: The request must be submitted by the person listed on the petition, or, if the petitioner is a corporate entity, an authorized representative of a corporate entity. If this request is submitted by anyone else, written authorization must be provided.

    3. Supporting Documentation: You must include a detailed, specific explanation, including relevant dates and supporting documentation, explaining how your circumstances prevent you from having adequate representation at the hearing. If you do not comply, your request may be denied.

  • I can’t make my hearing in person; can I schedule a telephonic hearing?

    To initiate a teleconference, email the clerk your teleconference request at least ten days before the hearing date


  • How do I withdraw a Petition?

    To initiate the withdrawal, email the clerk to obtain the DOR withdrawal form prior to the scheduled hearing


  • What if I file a Petition past the deadline?
    If you need to file after the deadline, please contact the Board Clerk at 386-740-5164.
